My rig:
i5 4670k
430watt power supply
r9 270
8gb of ram
MSI B85-G41 Motherboard
Cooler Master N400
Phanteks PH-TC14PE_BK CPU Cooler

I'm already getting a new case and ram, and I'm going to upgrade my motherboard and power supply now. Im going to overclock and have already found A cooler.

My price range for motherboard is under $150, and Price range for psu is under $100!

What PSU do you have now? You shouldn't need one that powerful to overclock.

What GPU do you have? And if your PSU is some "DongTech" crap then it's always a good idea to replace it as cheap ones are usually not rated for continuous load at their advertised wattage and could go pop and take out everything connected to them along with it

Not being mean but I said In the post already "I'm going to upgrade my power supply" so I know I need a new one, I just need to know If the one I found is going to work good for overclocking. I have a r9 AMD R9 270, which im going to replace soon with a gtx 780.

i'd say get this board MSI 970A-G43 AM3+ AMD 970 + SB950 SATA 6Gb/s USB 3.0 ATX AMD Motherboard. and this PSU nMEDIAPC HTPC 1080iP Typical 60W, Maxiaum 85W Mini ITX DC to ATX Integrated Power Module with DC Adaptor - for HTPC 1080i Case... it'll do great for your i5 and r9.

You have 8GB of ram, leave it at that. This does not need to be upgraded.

You said your going to buy a cooler, what one? will it fit in your anonymous case?

What motherboard do you currently have?

Id be looking for a GPU upgrade & PSU upgrade instead of a motherboard upgrade.
