You cant. You have to be level 25 minimum in order to play nightfall.

You've got to be level 25 for Nightfall. You have to be three levels below the required level to play something.

Also the nightfall doesn't guarantee a legendary, but it does give a ton of faction reputation. Last time I did the nightfall I only got 7 strange coins, no legendary. But someone in my game got the Timur's Lash which I thought was an Iron Banner exclusive.
