Based on your description, these were just standard SUVs with no decals or anything.

If the front window is tinted all black to where you can't see anything, than it's probably a government car. I don't know where you live so I don't know the laws about tinting windows, but here in California only government cars can have the front window tinted. If that is true, than I'd be a little worried myself if that was happening to me.

The only reason I'd see for them to be there is any suspicious activity, e.g. have you been browsing the deepness of darkweb? Maybe looking into UFO's etc, if so FBI on to you and would continue to monitor you.
