Get a cheaper case & a cheaper 970 and your golden

Plus, it includes shipping costs which PCPP usually doesn't. Lower the cost by getting a lower quality motherboard, cheaper cooler for the same card, cheaper cooling option, smaller HDD and SSD(or no SSD and add one later).
For PSU, you're looking at around £60, for something decent like this;

If you meant a GTX 780, then no. GTX 970 out-performs the 780 for a lower price.
