IMO, Modding is Okay depending on what you're doing/game Hacking is Not.

Modding = Changing skin colours, Skyrim Modding, GTA IV Modding, etc.
Hacking = Aimbot, Wallhack, etc.

Well I was hoping to mod then. I hate the idea of hacking a game for that kind of advantage unless it was like COD modded lobbies.

What kinda bans do Steam give? What stuff should I rather, steer clear from?
