With the phone plugged into the computer, put it in DFU mode by holding the home and power button for around 10 seconds or until the screen goes black, then let go of the power button and continure to hold the home button. From there iTunes will tell you to restore it. Either click restore and let it restore to iOS 8.1.1 or hold the shift key and click restore and choose an IPSW.

Have you tried to restore it as I suggested above?

The only fix there is to do at this point is restoring it with iTunes.

Thats the way its supposed to work. When in DFU mode the phone will look like its off.

Just make sure its plugged into a computer when you try to go into dfu mode and once its in DFU mode iTunes will let you know.
