They don't bann your ip cause then you wouldn't be able to make a new account.

No they don't...
When they perma-ban an account it's the account from the servers. Me and many other people have created new accounts on the same 360 with the SAME IP.

Guy's easiest thing to do is get a 48 hour trial account, then use that to try and play on xbox, if you can't then you are ip banned.
If you can just your account is banned in which case, you have to buy another account.
Simples.
