No, there is not. The only way of dropping money is to have a modded game/console to host money drop lobbies.
I would really like to see this feature added to GTA V in the future, as it would be very useful to help out friends if they're new to the game.

You could get three friends put a bounty on one of the two friends then let the friend that needs the money kill him with the bounty, and just keep doing it that way. Or give your friend Xbox currency to buy shark cards. It's just a thought.

There is no way to do this but I would get a random car and modify it as much as possible and then let my friend sell it.

Then I Modded Myself To Rank 1000 And Have 150Mil In Money.
OT: I Think There Might Be a Car Sell Glitch You Can Show Him Or Something Of That Matter

Do short races and bet 10,000 on yourself and your friend bets 10,000 on himself, you then purposely let your friend win
