Heists were never confirmed for 2015 until now. They were never confirmed to be on the 23rd period.. The only confirmation on the 23rd which is unofficial is the xmas dlc.

First of all, the 23rd was never a confirmed release date for anything. And heists have not been "delayed" they have now been confirmed....
