Everytime I pull down my notifications centre my phone goes into safe mode. What is causing this ? A tweak? I have no themes installed.

When did this start. If it just started uninstall the last tweak you installed; it may not be compatible with others.

When jail-breaking, anything can happen; it's unpredictable. If I were you, I would write down all the repo's in Cydia and factory reset the device. Be sure to backup contacts with Outlook and pictures with iCloud.

You have some tweak, app, or modification of some sort that is causing your phone to boot to safe mode. Manually remove tweaks and what not one by one until you find the problem child and then once it is removed, you should be fine.
