You just need to get a new launch.ini file and make sure that when you save your file, you do not have any launch.ini files anywhere else on your HDD and not to have a USB plugged in to your Xbox.
As for XBLSE being a KV stealer due to it being free, they saw no reason why they should be charging people if KV life the past two dash updates is much worse, mainly because Microsoft changed how XOSC is handled.

It could be that you aren't saving the changes, that the launch.ini is faulty or another launch.ini is being loaded from a USB stick
