Hi I am going to buy a PC soon but need a idea of what to have.
My Requirements
- Play most games on High
- 8GB RAM
- i5 Processor +

Good luck with $400. Don't be a cheapo. You will have to really cut out the GPU for an i5 CPU. Save up some more, and then spend the money. You are only shooting yourself in the hip if you want a $400 PC. You might as well buy a console with that money.

Not everyone can just magic up the funds to splash out on a very expensive computer. Along with the fact you said he should just get a console.. No. What if he wanted to play games with mod packs that a console just simply doesn't allow? What if he wanted to play newer PC only exclusives? What if he wants to at some point in the future begin with the other hundreds of uses a PC offers, would his console provide that? No. That statement was pretty irrelevant and didn't help whatsoever.
He could simply play with an iGPU until he manages to buy a decent GPU in the future.

He wants an intel core i5. In order to get one of those and a decent GPU he will be going over budget.

Guys you don't know if he means GBP or Dollars so there is no point even speculating.

He will add a dedicated GPU when he has the money. Otherwise, get a G3258 and something like a 260x.
Although, as HALP said, he hasn't even specified his currency yet. If it's GBP, something like this;

Add 4GB RAM when you can. Try to go £10 or so over budget to swap the 260x for an R9 270 if possible.

Do you need a monitor?
Do you need a keyboard?
Do you need a mouse?
Do you need an operating system?
What will you use the PC for?
And look at this before posting..

Add another 4GB of ram.
Add another HDD more mass storage

400$? Are you nuts? Thats redicuously low. Save some more money. Get a job if possible. Im 16 and built mine over the summer and now its around 1200 worth of a setup. (Three monitors <3) Your requirements are very high for such a low budget. So dont get all pissy when you find that your machine cant run all games on high.
