I have set my plugins like this
Plugin1:XBDM.xex
Plugin2:RPC.xex
Plugin3:JRPC.xex
Plugin4:XBLstealth.xex
I have tried everything and it won't connect.
What have you done to make it connect?

Go into the 360 SDK. Is your console actually connected to your computer?

Where is your XRPC.xex.. also u plugin set up is bad, rpc.xex cant be above JRPC because their is a Clash in the coding system,

Sorry, but your plugin setup is worse. If you are using XBLStealth, you must have it as plugin 1. OP wasn't using JRPCv2, so there is not reason for it, and there is no need for RPC when you have XRPC. Here is the correct setup:
If you are using Stealth:
plugin1 = Hdd:\XBLStealth.xex
plugin2 = Hdd:\xbdm.xex
plugin3 = Hdd:\XRPC.xex
plugin4 = Hdd:\JRPC.xex
plugin5 = Hdd:\
No Stealth:
plugin1 = Hdd:\xbdm.xex
plugin2 = Hdd:\XRPC.xex
plugin3 = Hdd:\JRPC.xex
plugin4 = Hdd:\
plugin5 = Hdd:\
