So this gamertag we will call pajama bottoms is not taken. I checked by hitting change gt on my main account and typed it out. So I go on a separate account and it won't let me claim "pajama bottoms"

The account was probably banned for breaking the rules.

No, I figured it out. Apparently if you go to change gamertag and the tag you want isn't taken, it will reserve it for you to make the payment for about an hour. Not changing your gamertag but making it unaccessible to other accounts for that hour.
