I was under the impression that Intel responded and blocked overclocking on non-Z boards. It's still not worth paying twice as much for a B85 board that costs as much as a Z97 board.
Wait the B85 board is around $85. The z97 costs twice as much.

If you want, for your budget, you could grab a G3258 and GTX 970, if you get windows for free, which you should do anyway.
