So it's pretty obvious that in general the i5 4460 is going to be better but is it significant/noticeable and would it make much of a difference with video editing/3d animation rendering and with games? Also which has better single core performance?
Is there another (intel) CPU in this price range (80GBP - 150GBP) that is better?

Both use Haswell cores, so the per core performance won't differ much if at all...
But for what you're doing, I'd drop more on the i5. It's is the better CPU whatever way you look at things...

Thanks, are Ivy Bridge/Sandy Bridge any better? (I know this requires a different motherboard though right?)

Haswell is the current and the best, you'd end up paying more for an older SB/IB i3/i5 because of rarity nowadays.
The i3 has HT so its a dual core with two extra logical cores, and the i5 is a true quad. You should google benchmarks which feature the programs you want to use and see which appeals to you most. Both per core performances will be the same so don't worry about that.

I use an i5 4690k and that works really well and there probably isn't a massive differance from what yor wanting so go with the i5
