If you have any knowledge of programming, you could do it yourself. But you would need to pay $99, I believe, to become an app developer for apple. It's worth it though if it's a decent app. You can have it on the AppStore for free and leave advertisements on it and still make money. Or if it's a good enough app, you can have people pay for it.
On the other hand, if you have no knowledge of programming whatsoever, I suggest you hire someone who does, preferably a trusted app developer, and they will be able to help you. You'd also have to give him some of the profit as well.

I've seen instances in which people suggest app/tweak ideas on reddit and some of the developers help with the app/tweak. Sorry I can't help good luck.
