Obviously they can't un-suspend you over the phone, you need to make a forum post on the enforcement page on xbox.com, you'll get an answer in about a day most of the time.

Pretty sure, there is absolutely nothing you can do if you are banned from Xbox Live if it's permanent. If it isn't permanent, just wait it out. Support usually leaves most bans untouched, unless thy were truthfully a mistake.

No, the people on the phone can't unsuspend you only the enforcement team can and they can't be contacted by phone.

No there is little to no chance of you being unsuspended the only person I have seen that got unbanned was Syndicate. And that was most likely because of who he was.
