i have the season pass it tells me that i already own it but says it is $49.99 and when i click on havoc to download it it asks me to purchase it??
like wtf does anyone have a fix

I'm having the same issue. I tried uninstalling and reinstalling the season pass but it didn't work. Hopefully they fix it soon.

If you two purchased the Season Pass on Xbox 360 and then transferred it over to Xbox One, that will be why you are having problems with downloading the Havoc DLC. The same problem occurred with the early release of the AE4 Widowmaker, and unfortunately, whilst Activision are aware of the issue, they have not stated when the issue will be resolved.

Haha a skipped class today to play this stupid doc and now it won't let me download because Activision is so small minded, woo great job!

i found a fix
if you have a 360 go on there start the dlc download cancel then go on the one and it will say you own this item install now
it works for me

yeah it didnt work lol they said they are working on it
what's the point of giving a free transfer if it doesn't even work
