Simply walk around or go to where the most players are.

He's not selling anything exciting anyways.

Go to the tower, and if you turn and walk straight for a bit then turn again, keep going down the walkway, turn again and then you can either turn or turn again and just walk past the thing and he'll be standing by the wall.
