Okay, so I bought CB De Boer but am having trouble building a good hybrid around him with 100 chem, I have around about 500k, can somebody help me?

this is true but he is still a very solid center back if you put him in a 3 back

Why would you even buy him, he is 10 times the money than Kompany and Thiago silva, but not even better.
You better sell him and build a solid team around him.
