i just jailbroke my iphone 4 ios 7.1.x with pangu and everytime i try to install a tweak it brings up another menu saying i cant install because i need to fix something manually

I think it's because you have too many packages installed. Try deleting some packages you don't use alot.

i havent gotten to download a single package because of it. ive updated everything. it might be because i dont have wifi atm

That could be a reason.. You might have to reinstall cydia if it continues to not work.

how would i do that? just re jailbreak it?

That happens to me every once in a while. Try refreshing cydia and wait till its done

it didnt work :/ im thinking its because im not connected to wifi, but whenever i go to download a tweak or package it wont let me, but itll tell me i need to download something before running it, and it lets me download them packages no problem?

Does it usually work through wifi? I can download packages just fine over 4G.
