Pretty bad. What is your full budget? What will the rig be used for? What peripherals do you need(monitor, mouse, keyboard)? Will you overclock? If yes, do you specifically want to overclock or do you not care?

I'd go for this add an SSD and aftermarket cpu cooler when you have more money...

because the CPU is on a dead socket and out-performed by Haswell i3's. It has a terrible monitor. $90 wasted on PSU. $900 easily buys a nice i5 rig with GTX 970, that's why it's a bad rig.
