On the app go to abc plates, then go to customization and hit order, after that you should get a notification saying that your ordered something. Go to Santos customs on gta 5 to add your changes and then from now on you can put your custom plate on your cars.

That's not a glitch or "trick" it's a commonly known feature of the game.
