I'm not to sure but i think you unlock it after doing the prison break heist.

I'm not sure about any kind of hot fix but I just did it yesterday, just join a heist setup for the station mission for prison break, join the police team and wait for the guy to start talking in game, hit start and find a new GTA online session, open your phone and search for a capture game and once you are in the game you should be in the police uniform, switch your glasses and finish the game then go to the clothes shop and save the uniform.

This is hotfixed anybody saying they did it yesterday was lieing, been hotfixed i still got my police.garbage man and prison uniform
