Okay I'm not sure which thread to put this in but Steam is unable to sync my mods that i've subscribed to. It says "Syncing mod 1 of 46" and then it only syncs 1 mod, and says it's finished. Does anyone know how I can fix this or is Steam's syncing down?

Have you tried plugging it out then in?

TRy re-installing.... if that doesnt work then, try loading less mods

Had this problem before, I had to unsubscribe from the mods I used then resubscribe. Sounds daunting but worked for me.
