i let my mate download the season pass and first dlc off me when the first dlc came out on the xbox one
can i license transfer them again now for the 2nd dlc to a different person

It's the same like Xbox 360 I believe . Every six months or so.

I'm sure you can license transfer as much as you want but it can only be with 3 people every 6 months.

No, only one person per dlc eg, you and 1 friend not you and 2 other friends and 3 times a year
