i have not been able to run gta v at all today and yesterday really angry, because of launcher crash

Where did you get your game? Steam or disc?

Working fine for me, Try Verifying the Game's cache.
On Steam, Right Click GTA V > Properties > the Local Files tab > Verify Integrity of game cache
If that doesn't work post here again.

If I was in your shoes, I would just re-install. There is other options but a full re-install will 99% of the time do the trick. If it still doesn't Steam Support.

Most of those "fixes" are for Mobile GPUs. If you have one, try that. However I recommend a Driver Check make sure you don't have a Beta driver.
If I remember correctly, there was a post about this issue via Steam and it's not on their end so there's nothing they can do.
I suggest contacting Rockstar directly, and trying some user-fixes.
