If my 750ti can run it on high/some medium - i'm pretty sure his 960 is a little better than that...

People don't account for a lot of settings you could get a solid 60fps fairly easily with details set to very high but with the 2gb frame buffer msaa will be punishing if enabled.

I'm a little confused at the Z87 chipset board with a locked Haswell refresh CPU? Weird combo. It'll handle GTA V fairly well on a single 1080p panel though. You probably won't be able to max the game out but you'll be close.
