Price Range: $250-$300.
Just want to be able to stream and upload pretty quickly. Occasionally play Skyrim and CS:GO.
Have No Idea About PC's. Please Help.

You're budget should probably be more around $500-$1000 as streaming takes a lot of speed (CPU, HDD, etc) and gaming takes a decent GPU, RAM amounts, etc. I'd recommend PMing the user Sanctyy - He's smart with this stuff. Good luck!

Not really. That's not enough info. USD, CAD, NZD, AUD? Regardless, it's a pretty tight budget so it'll be an entry level rig at best you get for that. Do you need peripherals? Your streaming and upload speed will depend on your ISP, not your system.
For $300(assuming it's USD), you're looking at something like this;

If you need peripherals, you won't get a decent rig within budget.

You don't need $1k. More money will obviously get you a better rig, but if $300 is all you got, it's all you got.
