If you snap the private chat, and if you see your little icon light up when you talk and you also see your friend's things go off when they talk.

Its your controller software OR your actual Mic, the mics that come with the xbox are crap so its no surprise.

If your friends can hear you and if you look at the private chat room, if none of your friend's icons are going off when they talk... like you cant hear them all even with the mic unconnected... Thats your actually internet connection towards the party.

If its that i would recommend to a hard restarted on the xbox(Hold the power button/sensor for 10 seconds) and restart your internet and try again.

EDIT* If you look at your controller with the mic plugged in, have you clicked the person icon until it beeps? that the chat volume, the one above it is the game volume.

Just making sure.

Well turning off the electricity might of been too much, but if turning the chat volume up on the controller doesnt work either, then im sad to say its the wiring inside of the mic.

Already asked him to do that and it didn't work.. It's his headset that's broke, the wiring inside.

If you're in a party
A little message should pop up that might be causing the problem.
