I'm building my pic and I was looking at monitors and what's the things I should look for in monitors like things like response time I don't know what that kind of stuff means so if someone can explain it it would be amazing

depends on budget really
however the AOC i2269Vwm (21.5") or the AOC I2369VM (23") are the ones you want.

What dose it mean by the response time is it the lower it is the better than they higher the response time?

The response time is the time it takes to show on your monitor what you have told it to do, the shorter the better. The average response time is around 3 milliseconds

The average response time is not 3ms. The shorter the response time is, doesn't necessarily mean it's a better monitor. Response time shouldn't even be considered when buying a monitor IMO. For 1080p, the AOC panels Zayev suggested are perfect, no need to spend any more than that for 1080p. We can't really help without a budget though. If you have a large budget and a high end rig, 1440p would make more sense.
