You don't even have enough power why would you buy 32gb of ram unless you're not gaming and a titan x with and i7 5930k

Well I don't really have a max amount that I can spend, and it's us dollar. And what I'm wanting to do is essentially make that custom gta 5 computer (same cpu and two titans)
And I am wanting to hit 4k so that's why I'm wanting a titan

If you want to go and play in 4k, you do not need a Titan X. You can go with 2 980s (depending on the price + availability since the Titan X is really out of stock like, everywhere.)
2 980s will perform the same/maybe better than 1 Titan X
No need for the 5930k Get the 5820k.
for Cases you could get the Fractal R5, or even the Fractal Design S awesome case with good WaterCooling support, and great airflow.

2x 980's cost about the same as a single Titan X and have 8GB less VRAM. Single Titan X is actually a better option for 4k. Especialy since 980s just aren't worth the premium over a 970 anyway, unless you're 3 or 4-way SLIing them.
