Look up "VPN". You might want to purchase a subscription but a free one will be okay for what you are using it for.

Don't worry about importing the information through your settings, that is too much work for what you are trying to do.
Go to the app store and search "VPN", find a free one and install it. The only one I can think of off the top of my head is "AnchorSpot, Hotspot Shield" something along those lines. Because it is free you will have a data cap and ads every once and a while.
Open the app and either chose your location or just find a button that says "connect", tap it and you should be in the clear

SurfVPN is a good free one from the app store. But if your college is smart they would've blocked VPNs as well. Think then your only chance is using Tor from cydia and a proxy.

An app called opendoor unblocks everything for free.
It's a browser though.

Get a VPN and set it up on your iDevice. Doing so will do the same thing using a proxy at the college does but on your phone.
