The stock cooling for that card is fine, it's not great but it's Good enough and since it's rear exhaust I doubt it would struggle that much.

It can get really hot if it's starved. Need good cooling for it, still deserves a custom loop though IMHO.

any GPU will throttle if its starved off air, my friends 7950 did the same thing in a small case so he changed the case and the problem went away.

OP I'd go for this CPU instead.
