GTA 5 PC Online Issue

I downloaded some single player mods completely removed them so I could play online and not get banned. However now anytime I go online I get this message saying Files required to play online could not be downloaded from the rockstar servers.
Has anyone else had this issue and if so how did they fix it. Really completely uninstalling and reinstalling the game is sort of out of the question. My internet is really slow and it took me around 3 days just to download this game.

That might be your only option is to delete and re download the game.

Probably I just don't understand what's causing this. Probably some bull shit rockstar implemented to **** with people.

i had this issue..
go to documents/games/rockstar etc...
and delete your profile folder ( create backup )
then load the game to single player and quit move your saves over into the new created files and play

Didn't work just made me sign the EULA again for online then gave me the same error, literally looking like I'm going to have to do a reinstall.
