Are you able to disable the norton firewall? It will randomly block traffic to and from my PC.

To manually delete the file from windows. Go to the storage device containing the program through windows explorer, (Probably local disk C: if you using one hdd.) When viewing its contents go to program files(x86). Find all norton related folders and delete them. Primarily norton 360. Check & clear recycling bin if needed.

If when you try to delete a file it says its in use by a program and cant be deleted open task manager and end any processes related to norton manually.

Start the PC up in safe mode with networking (press F8 while the PC is booting for these options) and try to uninstall it in that mode. If not run the Norton removal tool on the machine
