Use MalwareBytes Anti-Malware! its free and amazing at detecting malware. Real time protection is a Premium feature but i recommend it!

That just looks like horrendous adware. I would download Malwarebytes and run a few scans with that and make sure to uninstall that program immediately.I don't trust it..

Delete the software you just showed. Use adwcleaner and malwarebytes.
