I'm doing my missions. Sometimes the person I need to see is not there. Like its a glitch. So what's the quickest way to level up? Help guys!!

Yeah, you usually have to reset your game when the NPCs are invisible, will be fixed in an upcoming patch I read.
Quick leveling would either be the quests or fighting mobs to get XP, I find doing mobs gets me up quicker or fighting the world bosses gives some good XP, the skull/crossbones on your map.

A good way of leveling up is becoming a ESO Plus member, it gives you 10% extra XP if you can afford it, believe its £9.99. Another good way is go into a group with your friends and do the quests with the highest ranked person in your group hope it helps
