so over the past few months i have been looking for a new streaming pc and my budget has went up quite a bit since the last time i was looking so i was wondering if anyone could build me a pc thats around 2000 usd that can stream games like cs go, and h1z1 on the highest settings in 1080p quality for my viewers. also i need to be able to stream 1080p gameplay from my xbox one with an elgato hd60 capture card. thanks to anyone that can help out in really appreciate it.

Do you need any peripherals? Will you overclock? I'm assuming if you're streaming that you've got 2x1080p panels already? One for PC and one for console?

Okay, well, you could do this;

The 980Ti is far more power than you'll need. Honestly, a single 970 would do you but I'm just showing what you could do for the top end of your budget. With this, you could get a 970 and still have the option to add a 2nd in SLI. If you get the 980Ti, it'd be worth spending an extra $15 or so for this PSU;

That way, you have the option to add a 2nd 980Ti without any upgrades elsewhere, but again, a single 980Ti is already uber overkill for your needs. Honestly, you don't even need to go X99, an E3-1231 V3 could do the job for you, most likely.

Half the price, but should still be absolutely fine for your needs. No focus on aesthetics so doesn't look as good. Grab an S340 with this specific rig if you want a window. It's all sort of colour matching, which was an accident tbh but with an S340, this rig would still look pretty decent. You don't have any enthusiast grade stuff in this really, and no SLI capability, also has less RAM and storage but again, should still do you perfectly.
You could do something in between if you wish. Maybe a Xeon with 970 and the option to SLI, or 5820k rig with single 970 and option to SLI, maybe less storage if you're not going to use it all. Could do a Mini-ITX rig if you wanted. You wouldn't be able to SLI but hella small form factor that can easily pwn.
TL;DR- Your budget is huge, and you don't really need to spend anywhere near the top end of your budget. In reality, with 3x1080p monitors and you're need, a $1k rig would do the job more than fine. You could grab the cheaper hardware that'll do and spend more on aesthetics or storage or whatever, but it depends on what you think/know you'll need more. Be that, more CPU cores, more GPU horsepower, more storage and/or RAM, maybe a custom loop if you wanted, though I probably wouldn't in this situation anyway.
