I just my computer a couple weeks ago and it was fine at first but now its stuttering and its driving me crazy because I can't listen to music, watch video's or play games without it doing it and I have no idea what the problem could be. I reinstalled windows a couple days ago and now its doing it again

Power Supply - EVGA 500B 80 Plus

Hard drive 2 - Seagate 250GB (7200 RPM)
Ram - 12GB's of G.Skill Ripjaws X Series @1600mhz
Graphics Card - EVGA GTX 960 SuperSC 2GB Edition
CPU - Intel i5-4690k Quad Core (Stock 3.5Ghz, Turbo up to 3.9Ghz)
OS - Windows 7 Ultimate 64bit

When it does it, is the CPU maxed out at 100% or GPU maxed out at 100%

Does it happen when you play games offline?

Does it happen at peak times?

Whats your internet speed?

More detail will help us out loads.

1. It happens if I'm just listening to music and on facebook

2. It happens whether the game is online or offline

3. I'm not sure when its peaking but it happens constantly

4. My download is 30 down and 10 up

If you stream your music and go on facebook, can you take a speed test to determine if your speed is the cause of this stutter.

By stutter, does your whole PC lag or just the internet or games or what?

Use task manager to see if anything is maxing out when it happens.

I don't stream music. I have it downloaded but I did it anyway and the ping is 45, the download is 27 and the upload is 9.70. Just running music and 4 tabs open on chrome is using 3.12GB's of my ram and its using in the single digit percentage of my cpu but I saw it spike up to 26 but it went right back down
