Sony Vegas is probably your best bet on Windows.

You could run a virtual mac OS and use it, or you could install mac OS on a partition.

That would be way too much trouble as virtualizing would need an Intel CPU as does physical installation, unless you wanna do some hacks for AMD. And doing a hackintosh just isn't worth the effort at all imo.

So just get a native app that works on Windows.

Well I didn't know if he had an intel or AMD cpu clearly. Also maybe he doesn't want to make the transfer to the extra work upfront for installing a duo OS or virtualbox would be worth it. I am just providing him some extra options. If he is happy making a transfer programs like Sony Vegas are great, I personally use Adobe Premiere Pro.

Yeah they are options but they're not great, virtualization would depend completely on his computer spec, but a native app will just run. So that would be the better option. Things like Premier as you said, possibly After Effects aswell, if he wants to use that for cutting up video and adding effects. Also Vegas is an option
