Ok, so I pick the controller I want I hit check out, and im all the way down to payment and everytime i try to hit place order, it keeps saying payment decliend.

The problem may be about how much money you have in your bank account. Have you got enough funds in your bank/paypal. This is the most probable issue. If it is not this, then contact Silent Modz.
