Assuming you need a keyboard, mouse, OS, monitor etc you cant pull off a build that will play GTA V. Even if you didn't need the peripherals you still wouldn't really be able to make it with 400$

You really can't pull it off with only 400$, especially as GTA V is a very graphically intense game.

These are the recommended system specs, but GTA eats up RAM so you would want to think about getting another stick or two of 4GB.

That is 'recommended' but it wouldn't run it at a very high fps with too good settings so you would want to get a better GPU.

The 750ti or the 280x are decent cards for their price, it would be able to run GTA on lowing settings with an ok FPS, but the CPU is pretty low end and would definitely need swapping out if you want to play games as heavy as GTA; doing that you would need to change the mobo as well assuming you are going with an Intel CPU (better option)

uhh.
My old 270X would run GTA V at 60FPS on medium settings..

Add an HDD when you can for mass storage. SSD is enough for OS and a few games for now though.
