My idle temps are around 34 C. But under Ungine Valley test on high it gets to 75 C and even a MAX of 82 C. I am using the stock cooler with no OC. Why is it so high?

Well, you practically answered your own question. You have a stock cooler. They are meant to keep the CPU cool enough that it wont overheat when maxed out but it wont do the best job in the world.

Depending on your CPU, I'd say them temps are fine. Especially when Valley does crank the heat up.

Remember that your CPU will only be as cool as the air in your room at the absolute minimum.

If you're running an AMD chip they can get rather toasty under the stock cooler, also the TJ Max for the FX CPU's is like 95.

as for Intel, 82 might be a tad too high but i don't think its the TJ Max, so its not that bad.

TJ Max is the max temperature the CPU can operate at, just incase you didn't know

With no overclock, if you have decent case ventilation (no, i don't mean loads of fans) the stock cooler will be fine. If the highest load you can get gives you a temperature of 85c or less, you're absolutely fine.

Water cooler is an absolute waste of money unless you plan on overclocking it.
