I've looked at the specs and understand what im looking at. I know my computers specs, but even on low settings I dont want the game to have fps spikes or minor lag issues. Its asking for an i2, i have an i5. 8gbs ram, a gforce 610 graphics card(out of date ik ). Really the only game I have on my computer is wow and i normally run it at mid settings but its not a high requirement game. So im asking, would i be able to play at mid settings, with no fps spikes or lag issues?

You should be able to run it fine since that is a decent computer plus you don't really need an amazing PC to run CS GO.
Try Canirunit.com and it will tell you if you can run any game.

Yeah, i have it bookmarked. Most of the time my gpu and processor are well out of date so i cant run the games. Tis why i asked about cs go

Csgo should run fine. I have a 8 core AMD cpu and it only takes up about 6% of it. And when I use Razer Game Booster with my gtx 750 i get like 120 - 200 fps
