I just wanted to let people know for future reference. If your wanting to receive a modded character through Xbox 360 and then transfer it to Xbox One it will not work. I was told it would be possible since I had never had an online character on the xbox 360, and only had one on Xbox One. Never used my 1 transfer character to Xbox One.
Basically the transfer says its complete and then you get stuck on a loading screen. Just wanted to let others know so they don't waste $15 like I did.
