Where can I find helium filaments also ascendant shard? Please help? I appreciate the help I can get.

Go to the moon and just look around. Archers line and Anchor of Light are both good place, you'll see them laying around and look for chests, most of those have 2 filaments in. Ascendant shards come from dismantling "older" legendary gear and from VoG raid. So play the raid and you'll likely get Ascendant energy/shards from most rewards and from the chests.
