Can't connect to PSN at all

So last night while I was playing my PS4 randomly disconnected I tried to reconnect but gave up and hoped it would be fixed today but it's not I have opened ports I have restarted both the console and the router I am using a LAN cable I have tried wireless and play station support seem to be useless, my ISP is Virgin Media, the error code I get when testing connection also is (CE-33987-0)
I can't even log into PSN on my phone I can even use the browser on the console but there seems to be something completely blocking PSN from being accessed and i haven't seen anyone else with this issue
Edit: My PS4 just made a buzzing sound then shut itself down, turned it back on seems fine

My PSN is playing up at the moment. Logged me in a few hours ago and then signed me out and now I can't sign back in.

When you try to connect does it tell you that it timed out?
