Does anyone know why this process is taking up so much RAM? I've seen it hit up to 1.4GB, it seems to be hovering around 600-800MB right now, but out of 4GB total, this seems a bit excessive

System is now using around 500MB, which is getting better I suppose

I am having an opposite situation. I am actually using a lot less ram than when I was using windows 8.1. Normally it would sit around 4gb but now it's at 2.6 I have 16gb of ram so I normally don't have to worry about it though.

Make sure you have Google Chrome Settings that closes all Google Chrome processes when you close it. And skype also eats up your CPU / RAM.
